13日晚，巴黎市中心一家柬埔寨餐馆、法兰西球场附近、巴黎巴塔克兰剧院内等多处发生枪击和爆炸事件，已造成至少400余人死伤。恐怖组织“伊斯兰国”宣称对此次袭击负责。此次恐怖袭击成为了欧洲版的“911”事件。在这次袭击事件中，有一名中国公民遇难。在此，对所有遇难者表示哀悼，对恐怖分子表示极大的愤慨和谴责！
这已经不是今年巴黎第一次遭受恐怖袭击。2015年1月7日，法国巴黎《查理周刊》杂志社遭一伙武装人员持突击步枪和霰弹枪袭击，导致包括周刊主编在内的至少12人死亡，其中2人为警察，多人受伤。
恐怖袭击为什么屡屡发生在巴黎？其一是因为巴黎在安全防范方面存在安全漏洞，导致极端组织容易得逞；其二是因为巴黎是整个欧洲的中心城市，在这里制造恐怖袭击可以造成辐射效应，产生全球性影响；第三，西方国家在叙利亚、伊拉克等中东地区的军事行动，造成叙利亚难民飙升，激起极端组织的报复性打击，为了达到一定的政治目的，以暴恐手段对法国和其他西方国家起到恫吓作用。
痛定思痛，从这一袭击事件可以看出国际社会在安全防范中的漏洞有如下几个：
一是疏于枪械管理。一些西方国家以保护历史文化传统为名，容忍私人保留枪支弹药，留下了枪杀隐患。上次暴徒使用的突击步枪和霰弹枪、这次暴徒使用的AK47步枪，从何而来，为什么事先无人察觉，难道不应令人警醒吗？二是疏于情报获取和交换，这次恐怖袭击事件多点同发，显然是精心策划，预谋已久的，为什么法国情报部门一无所知，美国情报部门可以窃取盟国领导人的隐私，为什么却没有监听到恐怖袭击的蛛丝马迹？是否监听对象发生了错乱？三是疏于边境管控，大量难民涌入，难免鱼龙混杂，不排除恐怖分子夹杂其中。四是公共场所和人群密集场合保安力量薄弱、安保人员训练乏术，反应迟缓。这些都给恐怖分子以可乘之机。
亡羊补牢，可考虑如下补救措施：
一是明确反恐目标。谁是我们的敌人，谁是我们的朋友，这是反恐的首要问题。反恐不能采取双重标准或多种标准，更不能自定标准。国际社会应该对恐怖主义有一个统一的标准，对恐怖主义的定义应该界定如下：其目标是针对平民搞无差别屠杀。这次被害中国公民与“伊斯兰国”无冤无仇却惨遭杀害，是典型的滥杀无辜；其目的是造成社会恐慌，引起民众对政府不满；其手段极其残忍野蛮。只要符合上述三条要素，都是人类的公敌，都必须全世界共讨之共诛之。二是，要标本兼治。铲除恐怖主义滋生的土壤和生长的条件。恐怖主义发生的原因是多方面的，有的是因为分裂主义、极端宗教主义造成的；有的是因为极端贫穷和贫富差距造成的；有的是因为民族、宗教歧视造成的；有的是对以暴易暴的反弹??必须对症下药，有针对性地采取应对措施。三是，加强国际间的反恐合作，包括情报共享；联合训练、联合巡逻、联合演习、联合打击。四是加强枪械和刀具的管制。五是，加强边境管控和对流动人口的管理。六是，加强文明教育，坚决取缔非法极端主义组织。七是，扶助贫困人口和家庭，尽量消除贫富差距和分配不公。八是，公民要接受反恐训练和避难训练，大型公共场所要有避难设施。
