篇一：为什么所谓五十年一遇、百年一遇的自然灾害几乎年年发生？
为什么所谓五十年一遇、百年一遇的自然灾害几乎年年发生？
首先，
“百年一遇”就不是100年只能发生一次的意思.
什么叫“百年一遇”。表面的意思是统计上认为100年才会发生一次的事件——这就叫望文生义。
“百年一遇”在专业上的实际含义却是“任意一年内都有百分之一发生概率的事情” .这个“百年一遇”是中文翻译后将词义扭曲加重的例子。美国从20世纪60年代开始使用100-year event这种概念用于风险评估，目的是评价“在百分之一概率事件下，工程项目的可靠性”。相应的其实还有10-year, 50-year, 500-year 和1000-year的使用——全部都是十分之一，五十分之一，500分之一，1000分之一发生概率的意思。“百年一遇”绝对不是100年内只发生一次的含义。 对于100-year event更合理的翻译应该是“100分之一概率事件”。“百年一遇”是一个极易让人望文生义而导致误解的词，媒体和某些“专业人士”滥用专业词导致了这种误解。即使专业领域里中常识的“百年一遇”在引用至公共媒体的时候至少需要做一个转换
中文中有两个常用词“千载难逢”和“百年不遇”，意思都是极为罕见的事件。然后当我们把100yr event翻译成“百年一遇”的时候，极容易让人与经验中的“千载难逢”和“百年不遇”关联起来，误认为100-year event是个“极为罕见的事件”，事实上却不罕见。 在英文中的100-year event是个专业术语，而常用语当中没有含有“100-year”来表述罕见的短语（英文中用One in the blue moon表示千载难逢），当在专业领域使用时不会让人误解，流入日常生活时候的误解也明显少很多，中文则不然。有人提出“百分之一概率事件”对于公众理解问题并不比“百年不遇”好。 这个我承认，翻译水平太有限，我未能想出更好的翻译来。将之作为一个专业术语，未知“百一事件”或者“百年事件”如何? 尽管不完美，依旧将这些词反复使用于本文，加引号以示其特殊。HeyJo建议了“年百一遇”，不知大家以为如何？美国地质调查局的一段话：
In the 1960's, the United States government decided to use the 1-percent annual exceedance probability (AEP) flood as the basis for the National Flood Insurance Program. The 1-percent AEP flood was thought to be a fair balance between protecting the public and overly stringent regulation. Because the 1-percent AEP flood has a 1 in 100 chance of being equaled or exceeded in any 1 year, and it has an average recurrence interval of 100 years, it often is referred to as the "100-year flood". 其次，
“百年一遇”事件经常发生。假定刚才100-year event等于1%概率事件的意思你明白了。那么我们看看，这种事件在100年里的发生概率是多少。如果一件事在一年里发生概率是1/T，那么不发生的概率就是(1-1/T)，那么连续N年不发生的概率就是(1-1/T)^N。 刚才说是N年不发生的概率，那么，N年里至少发生一次的概率就是1-(1-1/T)^N。公式：
看看100-year事件在100年里发生的概率,T=100，N=100
也就是说这种事件在100年里发生的概率大于63%。100-year 事件在10年里发生一次的事件概率是多少？
在任何10年里，发生100-year事件的概率都大于9.5%。
第三，
所谓的100-year 事件强烈依赖已有观测数据。
以降水量为例，20 mm/hr 的降水量对于某些沿海地区来说，可能只是5-year事件，但这个数值如果放在干旱地区，可能就是1000-year事件了。某一数值是属于“多少年事件”，都是依赖已有的降水观测数据。若10 mm/hr降水量是某A城市的“百年一遇”时，说明降水大于10 mm/hr在统计上是1%概率事件，但如果发现连续多年都有10mm/hr事件持续发生，那么就需要立即更新统计参数，将近10年的降水状况也加入统计参数的计算，然后结果就是10 mm/hr降水可能变为"10年一遇(10%概率）"或者是“20年一遇（5%概率）”了。 所以，持有的观察时间序列越长，这个概率值也就越准确。
“百年事件”的数值会随自然状况的变更而波动。 例如，如果在全球变暖的趋势下，降水和气温的的“百年事件”的波动范围变大，意味着某些更大的降水，可能引来更大更高频率的洪水某一数值的“百年事件”的发生频率会增高；也可能某些地区气温升高却降水减少，带来更多“百年事件”的干旱。除过气候的自然变化之外，人为影响也会影响“百年事件”。 同是“百年事件”的大降水并不一定就引来“百年事件”的洪水，因为受土壤吸水能力，蒸散发能力和河道输水能力而决定。 例如，2014年的凤凰古城被淹，诸多的专家认为是由于凤凰古城两岸被过度开发造成；占用河道，滩涂，岸坡以及大量设计不合理的风雨桥都是人为造成如此大洪水的原因。从任何水文或工程(Hydrology，Water resource engineering 或 Open channel hydraulics)的教科书上，都可以分析出这个结论——当然具体分析需知其上游水库放水和之前多月降水情况确定。在不同的洪水量之下，河道两岸被淹的范围不同；如下图所示在100-yr，500-yr和1000-yr的洪水下淹没范围不同。凤凰被淹，其中一个原因就是大量的建筑已经修建于有较高洪水风险的范围内，不仅危及自身，同时增大了洪水量。
40年前Victorov, P.的文章 "Effect of Period of Record on Flood Prediction." J. Hydraui研究使用不同长度的观测数据对于10yr, 50yr,100yr-event的洪峰值估算的影响，有研究兴趣的人应该读过。
第四，
不同地区发生“百年一遇”事件的概率相互独立。任何一个地区的“百年一遇”事件都独立于另一地区的事件。 也就是说，当河北发生“百年一遇”事件的时候，很可能北京也发生了另一个“百年一遇”事件。 假如，你在连续几年的新闻里听到多个地方都发生了一次“百年一遇”事件，不用太怀疑，这种事情的概率很高。由第三，第四条衍生另一个结论：不同地区的“百年一遇”数值不能互换。
PS：这条PS给有专业背景、看问题认真或者爱挑毛病的朋友。地理学有条公理：距离越近越相似。 意味着，这里所说的“地区”存在地理上的相关性，意味着这种所说的“独立”并非绝对独立。

B 不同地区的“百年一遇”事件可能在连续的时间段里发生。
C “百年一遇”在偌大的中国，很可能年年发生。
