A large part of China experienced larger amounts of smog (雾霾) than usual this January and the air was badly polluted. The distance one could see was shorter than 1,000 meters in Beijing, Tianjin, and the provinces of Hebei, Henan, Shandong, Jiangsu and Anhui. In some areas, it was down to 200 meters.

People usually set off firecrackers (爆竹) to celebrate Spring Festival. But because of the smog, this year seemed very quiet. It was really different. A man called Zhang Wei said that his friends and he hadn’t set off a single firecracker.

“We all suffered from last month’s smog. If we don’t call an end to the firecrackers, the environment will get worse and worse during the holiday.” Said Zhang Wei. He called on more people to set off fewer firecrackers during this year’s Spring Festival holiday by putting up a notice in his neighborhood.

More Chinese looked forward to celebrating the holiday in a greener way. They decided not to set off firecrackers. They also decided not to waste food. They said that the new celebrations sounded fashionable.

To clean the sky, more than ten provinces including Guangdong, Zhejiang and Jiangsu have started to use national 4 standard (标准), which is expected to reduce (减少) vehicle emission (车辆排放) by 30% to 50%. Beijing even has started to use the stricter national 5 standard.

We still have a lot to do to improve the air quality. For example, using public transportation as much as possible is not a hard thing for us to do, but it matters a lot.

2013年,贵港市面对严峻复杂的国内外经济形势,牢牢把握稳中求进、稳中有为、稳中提质的工作总基调,全面实施“三年目标任务行动计划”,全市经济运行总体良好,工业持续增长、投资保持活跃、消费继续扩大、外贸持续回升、财政较快增长,金融保持平稳、物价温和上升,居民收入稳步提高。

一、经济运行基本情况

初步核算,全年全市地区生产总值742.01亿元,按可比价格计算,比上年增长8.2%。其中,第一产业增加值160.76亿元,同比增长4.9%,对经济增长的贡献率为11.4%,拉动全市经济增长0.9个百分点;第二产业增加值303.35亿元 ,同比增长11.1%,对经济增长的贡献率62为%,拉动全市经济增长5.1个百分点,其中,工业增加值253.11亿元,同比增长10.7%;第三产业增加值277.9亿元,同比增长6.2%,对经济增长的贡献率为26.6%,拉动全市经济增长2.2个百分点。从三次产业结构看,二产比重比去年同期上升,一、三产比重有所下降。2013年,一、二、三产业的比重为21.6:40.9:37.5,与去年同期相比,二产比重上升0.6个百分点,一、三产比重分别下降0.3、0.3个百分点。

(一)农林牧渔业生产形势较好,产品产量保持增长。2013年,农林牧渔业总产值270.28亿元,同比增长5.2%。其中,农业产值119.08亿元,同比增长6.5%;林业产值16.60亿元,同比增长10.4%;牧业产值93.86亿元,同比增长2.6%;渔业产值27.71亿元,同比增长6.0%;农林牧渔服务业产值13.03亿元,同比增长7.0%。

从农产品产量来看,粮食总产量159.46万吨,增长6.9%;甘蔗总产量243.7万吨,增长1.9%;肉类总产量36.74万吨,增长1.92%;水产品产量19.83万吨,增长6.0%。

(二)工业经济持续增长,工业增加值能耗降幅收窄。2013年全部工业增加值增长10.7%,比去年同期增幅提高0.3个百分点,其中,规模以上工业增加值增长12.4%,比去年同期增幅提高0.4个百分点。规模以上工业运行呈现以下特点:

1、规模以上企业个数增加。2013年12月,贵港市规模以上工业企业387家,比去年同期增加29家。

2、轻工业增长速度略高于重工业,重工业拉动作用明显。轻、重工业增加值同比分别增长12.7%、12.3%,轻工业增幅比重工业高0.4个百分点。轻、重工业对规模以上工业的贡献率分别为32.9%、67.1%,分别拉动规模以上工业增长4.1、8.3个百分点,重工业拉动作用明显。

3、非公有经济贡献突出。非公有制工业企业增长15.6%,对规模以上工业增长贡献突出,拉动规模以上工业增长12.5个百分点,贡献率达到100.7%.

4、从经济类型看,股份制企业是工业发展的中流砥柱。全年全市股份制工业企业增加值增长15%,拉动规模以上工业增长6.9个百分点,贡献率达到55.5%;国有企业增加值增长3.8%;集体企业增加值下降27.8%;外商及港澳台商投资企业增加值增长5.5%;其他经济类型增加值增长18.8%。

5、分行业看,拉动规模以上经济最强劲的行业是黑色金属冶炼和压延加工业。黑色金属冶炼和压延加工业增加值增长36.6%,拉动规模以上工业增加值增长2.1个百分点,贡献率为17.1%。另外,纺织服装服饰业工业、非金属矿物制品业及木材加工和木、竹、藤、棕、草制品业增加值增长25.2%、8.7%和19%,分别拉动规模以上工业增加值2、1.9和1.3个百分点,贡献率为16.2%、15.4%和10.3%。

6、主要工业产品产量以增长为主。水泥2003.54万吨,增长4.7%;水泥熟料2095.83万吨,增长4.5%;生铁88.85万吨,增长30.8%;钢材120.05万吨,增长12.5%;发电量78.1亿千瓦时,下降2.3%;成品糖21.25万吨,增长15.5%,饲料158.81万吨,增长32.6%;机制纸及纸板23.49万吨,下降16.8%;化肥7.71万吨,增长8.8%;

7、园区经济下行压力较大。全年五大园区规模以上工业增加值同比增长9.8%,比前三季度增速回落4个百分点,拉动全市规模以上工业增加值增长4.96个百分点,贡献率为39.8%。

8、规模以上工业用电量平稳增长,工业增加值能耗降幅收窄。2013年,规模以上工业用电量53.46亿千瓦时,增长10.5%,全市规模以上工业综合能源消费量517.71万吨标准煤,增长6.7%,单位工业增加值能耗同比下降5.1%,比去年同期降幅收窄8.6个百分点。

(三)固定资产投资高位运行,房地产销售有所降温。2013年,全市固定资产投资活跃,保持高位运行。全年全社会固定资产投资496.25亿元,增长26%,其中,固定资产投资(不含农村私人建房)完成463.44亿元,同比增长25.8%,

增速比前三季度提高0.5个百分点。从管理渠道看,基本建设完成173.46亿元,增长21.3%,更新改造完成166.42亿元,增长46.1%;房地产投资完成54.31亿元,增长10.9%;其他投资完成23.67亿元,增长23.1%。分产业看,第二产业投资增长最快。第一产业投资14.82亿元,增长28.8%;第二产业投资229.61亿元,增长40.5%;第三产业投资164.71亿元,增长14%。

房地产市场销售增速有所回落,销售额增速回落较大。全年商品房销售面积156.15万平方米,增长13.6%,比前三季度增速回落8.4个百分点;商品房销售额61.12亿元,增长21.7%,比前三季度增速回落15.4个百分点。

项目个数持续增加,亿元项目投资呈现下降态势。全年全市项目总个数2191个(不含房地产项目),比去年同期增加358个,完成投资409.13亿元,同比增长28.1%;其中,新开工项目1307个,比去年同期增加130个,完成投资264.57亿元,同比增长7.2%;亿元项目66个,比去年同期增加7个,完成投资69.54亿元,同比下降11.4%,比前三季度下降3.2个百分点,继续呈下降走势;5000万元以上项目478个,同比增加82个,完成投资215.36亿元,同比增长3.8%,比前三季度回落7.2个百分点;1000万元以上项目是投资主体,总计1495个,比同期增加160个,完成投资375.34亿元,同比增长5.76,拉动投资增长

5.5个百分点。

(四)消费品市场扩大,乡村增速高于城镇。2013年,全市消费市场继续扩大,社会消费品零售总额突破300亿元大关,完成321.72亿元,增长13.3%。按经营单位所在地分,城镇消费品零售额234.85亿元,增长12.3%;乡村消费品零售额86.87亿元,增长15.8%,乡村消费增速快于城镇消费增速3.5个百分

点。在限额以上企业商品销售额中,粮油食品饮料烟酒类增长17%;化工材料及制品类类增长17.3%;中西药品类增长8.9% ;机电产品及设备类增长20%。

(五)第三产业增速缓慢,货物周转量增长有所放缓,港口货物吞吐量增速回升。2013年,第三产业增加值277.9亿元,同比增长6.2%,增速比去年同期下降3.9个百分点,对经济增长的贡献率为26.6%,拉动全市经济增长2.2个百分点。交通运输仓储和邮政业、批发零售业、金融业和房地产业主要行业拉动力较弱。全年交通运输仓储和邮政业实现增加值60.7亿元,增长4.8%。全年批发和零售业实现增加值55.67亿元,增长8.8%。金融业实现增加值24.94亿元,增长14.8%。房地产业实现增加值51.08亿元,增长6.1%。交通运输仓储和邮政业、批发零售业、金融业和房地产业分别拉动第三产业增长1.1、1.7、1.3、1个百分点。
