Task 1

The diagram on the left side describes the stages and equipment used in the cement-making process while the right one illustrates how cement is used to produce concrete for building purposes.

As we can see from the diagram on the left side, limestone and clay are added into the crusher. After that, they become powder. Then the powder is added into a mixer before being transformed to the rotating heater. After heating and rolling, it is rolled by grinder. Finally, it becomes cement, which is usually stored in bags.

According to the right diagram, concrete, which can be used for building purposes, is made by adding four categories. Specifically, cement, water, sand and gravel (small stones) account for 15%, 19%, 25% and 50%, respectively. After adding all of them, the concrete mixer rool for a long time to make them mix well.

Therefore, we can see clearly from the two diagrams that both cement production and concrete production are physical changed processes, without chemical reaction.

Task2

In present-day society, human beings are developing at an amazing rate on various fronts. Yet at the the same time, many problems have been brought about, a serious one of which is the growing traffic and pollution problem. In terms of this problem, some people assert that increasing the price of petrol is the best way to trickle this problem while others disagree.

According to a recent survey, above 40% of people in Hangzhou said their acceptable price of petrol was less than 2 times of the price at present. Therefore, it is evidently reasonable for someone to hold on that if the government increases the price of petrol to a higher level, such as 3 times more than the price now. there must be less people can afford their cars’ cost. Others, however, can’t share this point of view. A case in point is that travelling by car is much more convenient than public transportations. Admitted, the rise of petrol’s price might be a good way to cut down the number of car users. Despite that, I think this effect would not last long. As more and more people are looking for the comfortable lifestyle, increasing the price of petrol could not be the best way to solve growing traffic and pollution problems, with long-distance consideration.

Government authorities have to take some measures as to trickle these serious problems. At first, the government should invest more money in public transportations. Take the Public Bicycles Rental System in Hangzhou for example. As government has invents millions of Renminbi in it, many Hangzhou citizen often choose public bicycles when they go to work, go shopping, etc. secondly, limiting the cars number per city or the total miles per car might be a direct way to limit the car users, thus solving the growing traffic and pollution problems.

In summary, I disagree with the saying that increasing the price of petrol is the best way to solve growing traffic and pollution problems. On the other hand, I think developing public transportations and to limit the cars number per city or total miles per car are the better way to trickle these problems

It is not uncommon that artists should be given the freedom to express their ideas creatively in whatever way they like. Nevertheless, there has been a controversy on whether government should restrict the ideas of artists.

In all likelihood, artists tend to be more creative and flexible without government restrictions. For instance, Hollywood movies are well developed and widespread all over the world and these are, to some extent, due to the flexible art strategies of American government. Furthermore, the restriction of art might stifle the creativity and imagination of arts, which might cause the art works less diverse and attractive. Consequently, these art works can no longer fulfill people’s needs. In addition, this policy will lead to the increase of the government expenditure, which might arise some social problems.

However, it is undeniable that some art works such as some movies filled with violence and obscenity will do harm to people. Thus, governments are required to take actions to restrict these art works for the sake of protecting people’s minds from being deteriorated. Apart from that, it is acceptable for government to set overall direction on the development of art instead of interfering too much on art creation.

From my perspective, governments are understandable to put some restrictions on artists and their works without ignoring the diverse demands of people and constraining the creative thoughts of artists.

The chart gives information about the percentage change in average house prices in five different cities located in five different countries over 12 year period between 1990 and 2002 compared with the average house prices in 1989 .

According to the chart , during the period from 1990 to 1995 the average prices of houses in three cities decreased significantly by five percent in New York ( USA ) and about 7.5 percent in both Tokyo (Japan ) and London ( UK ) . While the average house prices increased slightly in two cities Madrid ( Spain ) and Frankfurt ( Germany ) by about 1.5 percent and 2 percent respectively .

As far as the next period ( 1996 – 2002 ) is concerned , it is clear that the average house prices decreased only in Tokyo ( Japan ) by 5 percent . In contrast the average house prices increased in the rest of cities . In New York it increased consideraply by 5 percent , in Madrid it increased slightly by 4 percent , in Frankfurt it increased by 2 percent .

London has the largest increase in the average house price over the 6 year period from 1996 to 2002 as it increased dramtically by 11 percent .

All in all , there are a wide differences in house prices between the five cities which illustrated in this chart . These differences may be a result of the number of population or the number of houses required in a certain city .

Topic : Some people belive that there should be fixed punishments for each type of crime . Others , however , argue that the circumstances of an individual crime , and the motivation for committing it , should always be taken into account when deciding on the punishment .

Discuss both these views and give your own opinion .

Answer : Band 7.5

Fixing punishments for each type of crime has been a debatable issue . There are many arguments supporting both views , those for and those against fixed punishments .

On the one hand , fixed punishments will have a deterring effect on society . Individuals knowing that they will be subject to a certain punishment if they are convicted with a given crime , will reconsider committing this act in the first place .

This deterring effect also leads to social stability and security , through minimising the number of crimes committed .

If people knew they would be able to convince the court or the jury of a reason for having committed the crime they are accused of , penal decisions would be largely arbitrary . This would result into criminals getting away with their crimes and into a high level of injustice caused by the subjective approach of different courts .

On the other hand , taking the circumstances of a crime and its motivation into consideration is a prerequisite for establishing and ensuring justice and equity .

A person killing in self-defense can not be compared to a serial killer , moving from one victim to the next . In my opinion an intermediary position between both solutions is the perfect way to establish and ensure justice and equity .

There has to be fixed punishment for all crimes . However , criminal laws have to provide for a minimum and maximum for the punishment and the laws also have to foresee certain cases of exemptions .

An example for setting minimum and maximum penalties is competition law where a person being held liable of a crime under this law will be convicted to pay a fine , according to the harm caused by the violation and the profit gained by the violator through committing the crime .

As for the exemptions , in some countries the law exempts thiefs stealing food during a a period of famine taking into consideration the distress and hunger .

Also , a person killing in self-defense will be exempted from punishment .

The given diagrams offer a glimpse of the real estate market in five major cities around the world over two periods, from 1990 to 1995,and from 1996 to 2002 compared with the average house prices in 1989.

Madrid is the only city which saw housing prices climb throughout the ten-year period. In the first five years, a 2% rise was recorded in Madrid. The increase accelerated in subsequent years, with a 3% gain seen. To great surprise, London and New York underwent similar trend, to be exact, compared with 1989, the latter had a fall of 7% in the first 5 years but enjoyed an astounding 12% increase over the period between 1996 and 2002 as against the former (5%, 5%).

By contrast, the property market of Tokyo was continuously at recession, reflected in an average 6.5% drop. It is notable that the decrease in the housing price in Frankfurt was narrower, 2% of growth against 1998, but still disappointing, compared to its 3% increase in the first half of 1990s.

To recall, there were significant differences in the housing market in those five cities in the last decade of the last century. While some experienced a long period of growth, the rest were subject to price fluctuations.
