2009年小作文再次考查了事务信函中的建议信，近似于2007年考过的建议信，在考查了几年信函后，信函的类型开始重复，这是一件好事，说明信函主要类型已经在试题中出现过一轮，考生今后的复习更容易把握住规律，无论今后考道歉信还是感谢信，咨询信还是投诉信，真题的示范指导性会很强。与2007年小作文不同之处在于两点，首先是建议信的内容：2007年是建议大学图书馆改进服务，2009年主题为建议如何进一步控制白色污染；其次是2009年的提纲更加丰富，还需要写出现状和观点看法，这就需要在本年度的试卷上有更多的议论。

【审题构思】

本题的命题紧扣时事，2008年中国政府发布了“限塑令”，对塑料袋的使用给予了限制，成为年度中国环保方面最大的一个事件。在12月四级考试的写作中刚刚考过，没想到又出现在考研的题目中。题目指示中给出的信息明显多于往年，尤其是开始的现状描述，描述了关于塑料袋禁止并不太成功的情况。由于限制好了文章的主要思路，自由发挥的空间仅限于观点和建议部分。 文章的整个格局类似于一篇提纲式议论文，用现状描述/观点表述/三点建议的模式展开即可。 第一段需要描述现状，把提示中的两句话展开成英文表达，同时需要提到中国实行的“限塑令”，特别要写出白色污染这个表达。第二段展开观点，无非是深入强调塑料袋污染环境的严重性。第三段提建议，可以把政府法制建设、环保意识教育以及报纸媒介发挥宣传作用写进去，由于是给报社编辑写信，自然引申出三条建议。

如果从2000年算起，到今年正好连续第十年考查图画作文。由于图画作文能够大幅度拉开考生的作文创作档次，每一年考题都会进行巧妙的设计，在考场上给考生一种次曾相识又无从说起的复杂感觉。2009的图画作文继续沿用了前两年的出题风格，不给题目，只有一幅图画，让考生有充足的想象空间。但考官心目中的图画立意是单一而明确的，只要想象力延伸太远，就会跑题。

【审题构思】

连续考查了多次道德品质话题后，考研命题一般会转向问题解决题，即揭示社会问题或自然环境问题，要求考生深入分析并给出建议。在2008年的社会热点中，团结、抗灾与爱心、奥运与爱国、食品安全、网络科技、大学生就业成为大家密切关注的对象，其中网络的话题层出不穷，包括网瘾、网恋、网络社区、博客、网上购物。由于中国已经有数亿网民，网络的普及已经渗透到了生活中的方方面面。网络已经在很大程度上取代了电视、广播、报纸、电话等很多媒体的作用，给人们的生活带来了便利，也带来了大量鲜活的话题。
