It is known to all that loosening on the family planning policy decision has been made on the next-phase reform approved by the Third Plenum of the CPC’s 18th central committee which ended on 12,Nov.

However, before the policy was claimed, Chinese leaders thought population emerges as an issue, which should be controlled and approved a law on contraception and abortion .The population growing fast let the government included population control into the national economic development plan and requires government at all levels to increase family-planning work.

With time going by, we discover that one-child policy also has its disadvantage. A growing number of scholars has urged the government to reform the one-child policy ,introduced in the late 1970s to prevent population spiraling out of control, but now regarded by many experts as outdated and harmful to the economy. In recent years ,China ‘s fertility rate maintained at the level of

1.4%----1.5%,much lower than other developing countries .China’s low fertility level will not only lead to a shortage of the aging of the population and the labor force ,but also will reduce the potential growth rate of the economy. In addition , one-child policy makes

many families have only one child ,which makes the child feel lonely during his childhood .

After the policy fully implemented, it will affect 15000000 to 20000000 people in the national scope, among these couples about 50% to 60% would like to have a second children. The estimated number of new policy for infants range from 8000000 to 10000000. So we should pay more attention to who can have a second child and be rational when we choose whether to have a second child. In a word ,only in this way can the population not be a rapid growth in our country.

China is a great country with the largest population in the world. In order to solve the population problem, our government decides to implemented one-child policy. When it is carried out for some time, many people not only see its advantages but also disadvantages. Thus, people argue that two-child policy should be put into effect. In my opinion, two-child policy should be carried out.

中国是一个人口大国。为了解决人口问题，我国政府决定实施独生子女政策。执行一段时间后，许多人不仅看到了这个政策的优点还有缺点。因此，人们开始推崇二胎政策。在我看来，二胎政策是应该实施的。

First of all, two-child policy is the gift for some only child. For some families, maybe the parents are only child and they also can have only child. Put aside the loneliness of their child, when their child grows up and they grow older, their child marry with an only child girl

accidentally, the burden on their child and his wife is unimaginable heavy. Their child and his wife have to take care of two old couples. Usually, a young couple looking after an old couple is a little difficult; if the pressure increasing twice, how can they stand it. But if their parents have two children, they can share the burden of taking care of their parents. It would be much better.

首先，二胎政策对于一些独生子女来说是天赐的礼物。对于一些家庭来说，也许父母都是独生子女，而他们也只生一个孩子。抛开孩子的孤独不说，当他们的孩子长大了，而他们也变老了，他们的孩子又和一个独生子女结婚，这样的话,压在他们孩子和孩子妻子肩上的压力是不可想象的。他们的孩子和他的妻子不得不照顾两对老人。通常，一对年轻的夫妇照顾一对老人就有点难了；如果压力增加了一倍，他们怎么能忍受呢。但是如果他们的父母有两个孩子，他们就能分享照顾父母的压力。这样会比较好。

Secondly, two-child policy can guarantee the number of Chinese population. As the widely spread of one-child policy, some people have changed their conception about giving birth. If they firmly believe one-child policy, there will be more and more the dink. After several decades, our country will famous for lack of population.

其次，二胎政策可以确保中国的人口数量。由于广泛宣传独生子女政策，有些人已经改变了他们的生育观念。如果他们认同独生子女政策，就会有越老越多的丁克族。几十年后，我国就会以人口短缺而著名了。

In conclusion, one-child policy has out of date. And tow-child policy is needed and necessary. It can solve the problem of nowadays and the future. 总之，独生子女政策已经过时了。二胎政策是必要和必须的。这可以解决当前和未来的问题。

Good evening, everyone. My name is, from school of Maxism. It is my pleasure to join in this competition in this delightful evening. I appreciate the organizers for giving me this opportunity to stand here, discussing the interesting topic. As you are watching, “will the second child policy deprive our jobs?” is a fascinating question proposed by the feminists.

Recently, China government pronounces a new policy that endows the citizens right to have a second child. Abolishment of the single child policy also leads controversies.

The anxiety of “women career crisis” actually comes from the nowadays career status, which shows that it is more difficult for women to get a job compared with men, because employers think the pregnancy will take much time. Therefore, it is salient the feminist will have such worry when they will spend double time in giving birth of two kids. Besides, feminists always deeply believe the second child policy is a kind of contempt on equality, since the policy may treat women as “reproduction machine”.

However, the feminists’ worry enters a logic trap. They don’t treat “reproduction” as the basic human-being’s right, and they actively abandon the basic right. It seems ridiculous some American feminists criticized the Chinese single child policy harshly before, and nowadays they come to question the Chinese single child policy abolishment. It can be seen that there is no single word compelling women to have the second child in the policy. It only endows the people right, not duty. Therefore, the policy doesn’t invade the women willing, s

o the anxiety of “career crisis” has no meaning.

In all, in my perspective, there is no need to worry about whether the second child policy will deprive our job. Thank you for attending my speech.

Experts say China's new two-child policy could spur economy because more child-related service will be needed. China’s decision to end its one-child policy is likely to affect the country’s economy.

Official Chinese media reported last month that all couples will be permitted to have two children.

The change in policy is expected to create new investments and increased demand for goods and services. The move comes as China’s economy is slowing. However, the change also may increase demand for higher pay and increase labor costs.

Speaking at a press conference Tuesday, Chinese officials predicted that the new policy would raise economic growth by about half of one percent. They said it would provide China with about 30 million laborers by 2050. He Weiwen is with the Chongyang Institute for Financial Studies at Renmin University in Beijing. He says that more children will mean “more maternity homes, hospitals, kindergartens and schools. It will certainly result in massive investment in these areas.”

“The two-child policy will also lead to more spending on the second child, and thus contribute to economic growth.” He added, “The families

having the second child will reduce their savings to meet the new requirement.”

The policy limiting families to one child began more than 30 years ago. When the new policy goes into effect, 91-million couples will have official permission for a second child. The government expects that at least 60 percent of parents having two children will come from rural areas.

Limited health care and educational centers in rural areas and small cities have long been a problem in China. The government will have to make new investments in these areas to provide quality centers for families with two children.

The second one,should or not?

There is a widespread concern over the issue that whether we should open the second-child policy. Different people hold different attitudes toward the issue.

Some people say we should encourage families to give birth to the second baby. In their view, a family with two kids is more beneficial to children’ development, who can not only feel less lonely ,but also learn to share everything they own so that they can be less selfish. Additionally ,having two children in the family can also ease future pressure on supporting their parents.

While, others differ in their opinions. They argue bringing up children is such a great burden to the family, both mentally and physically. Besides, the family have to spend plenty of energy on their second child. What’s more, some elder children may get hurt, doubting whether his parents love him or not.

Personally, whether we should have the second child or not should be considered fully. If you’re in pressure of living and your first child is not old enough, you’d better concentrate all your energies on your only baby; if everything is ready, you may take the second-child policy into consideration.
