and 连接两个并列的主语时,谓语动词用复数 所以用are
neither nor 既不,也不
either or 或者 ,或者
not only but also 不但,而且------------当这三个短语连接两个并列主语时,谓语动词用就近的原则
以及 当there be 结构 后面连接两个或者以上的名词时 谓语动词be用就近的原则

and 连接两个主语，谓语动词应该用复数，所以用are
就近一致是指，谓语动词根据靠的最近的一个主语来确定。
这个用在there be句型中较多，例如：
There are two pencils and a pen on the desk.
There is a pen and two pencils on the desk.

and 不用就近的
not only, but also 或者either or的时候才用就近
