如题：绩效审计作为衡量一国或一地区审计发展水平及审计是否具有活力的重要工具,在社会主义市场经济中发挥着越来越重要的作用.我国政府绩效审计开展的比较晚,基础薄弱,实践上和理论上都与一些发达国家的政府绩效审计存在着差距.本文根据我国政府绩效审计存在的行政型绩效审计缺乏独立性、法律体系不完善、绩效审计覆盖面较小、管理体制存在弊端、执业素质不高等问题,提出通过改革现行绩效审计管理体制,增强审计机关的独立性,完善绩效审计的规范体系,不断深化理论研究,扩大绩效审计工作覆盖面,完善预算管理体制,提高审计人员的素质这五点来解决存在的障碍.
