1 ：我看美国外交看到了很多混乱的情况和前后矛盾的情况.
I think that the diplomacy of United State of America has been through the situation fulled of chaos and antilogy.
2：但是我看到了美国国内的一些情况在成（?）了美国外交的混乱.(这个地方应该是“促成”吧）
However,I have found that it is the circumstances inside this country that leads to such diplomatic chaos.
3：从美国的外交决策看,我看到了四个方面的问题.
When considering the policy of the American diplomacy,I'm concerned of the problems which can be classified into four aspects.
4：第一个问题是外交已不再是总统的特权.
The first problem is that the rights of diplomacy is not the president's privilege any more.
5：我们会看到很多的国会方面的混乱情况.
We can see more chaos in the US congress.
6：现在美国驻不敌对中国的投资越来越增加.
Now the USA has increased the investment to China which is not the adversary of USA.

This kind of situation itself can be the stimulation to the import of the United States of Amecica.
8：所以这个贸易顺差的问题,我觉得从长期来看并不是一个很了不起的问题.
So from further perspect,the trade surplus will not be a serious problem.
9：我觉得这个不公道.
I think that it is not fair at all.
10：那么从中国这种状况来讲,那就有很多的问题了.
When considering the situation of China,there will be a lot of problems.
11：但是经过这次谈判以后放松了.
But the atmosphere has been relaxed after this negotiation.(由于这里没说清楚是什么放松了,所以我就翻译成事气氛放松了~）
12：中国当然现在经济发展的很快.
Certainly the economy of China is developping very fast.
13：但是我们还是应该比较冷静地对待这个问题.
But we need to treat with this problem more calmly.
14：我们是不是那么快就能达到这个水平那呢?我们不这样看.
Is it possible that we can get that level soonly?We do not think so.
15：因为中美的经济关系太政治化了.
Because the relationshp between these USA and China is too politic.
16：这当然对双方来说都是一个有力的积极因素.
This is absolutely a active factor to both sides.
17：这样看来,就是双方对经济利益都看得比较重.
So when considering this,both sides have put the economical benefits to a high level.
18：对这种纠纷本身我觉得并不可怕.
Depending on the my own experience,I think that this kind of embroilment itself is not dreadful.
19：因为对日本的贸易逆差是有着结构性的因素.
Because there are some factors connecting with the structure in the trade surplus of Japan.
20：美日贸易,美日两国互为重要的贸易伙伴,长期以来美国是日本最大的贸易伙伴,日本是美国仅次于加拿大的第二大贸易伙伴.
The trading between Japan and USA is a symbol of the important commercial relationship between them,it has been a long time that USA is the greatest commercial friend of Japan and Japan is the second most consequential commercial friend when Canada is the first one.
21：中国有句话叫听话听音,邓小平对中国的外交讲要韬光养晦,其实这方面中国人远不如日本人.
There is an old saying in China that listening to other's own voice,Deng Xiaoping says that we should hide our capacities and bide our time when tackling the Chinese diplomacy,but Japan has done a much better job than us in this aspect.
