经过几年的改革和建设,目前我国的医疗保障制度已经基本上实现了体制转轨和机制转换.医疗卫生体制的改革也取得了一定的进展,对基本医疗保险制度的发展起到了促进作用.
尽管我国的医疗保险制度的改革和建设已经取得了长足的进展,但总体上看,社会医疗保险制度改革的进展还不尽人意.新制度运行过程中的问题还很多,然而目前我国医疗保险制度体系的建设和完善是当前社会保障制度深化改革的最迫切的任务之一,也是难度最大的一项工作.改革的进程总是需要付出代价的,这要求政府及社会各界作出极大的努力.
