Balido said that 20 to30 bodies were still being found every day.Identifying cadavers in theadvanced stage of decomposition and matching them with the missing is adifficult process and the reason why the number of the missing remainsunchanged,he said.
The homes of more than16 million people also were either flattened or damaged by the typhoon,andofficials said rebuilding will take at least three years.
Social WelfareSecretary Corazon Soliman said that temporary bunkhouses and emergency shelterswere being constructed and residents given cash in exchange for work,includingrepacking and hauling relief goods.
"We will providematerials to rebuild their houses,however,we stressed to the localgovernments that new shelters have to be built 40 meters away from theshoreline on high tide," she said.

The strongest tropical cyclone this year has begun battering the Philippines. The United States Navy's Joint Typhoon Warning Center said the Typhonn Haiyan had maximum sustained winds of 415km/h shortly before a landfall. Thousands of people have evacuated their homes as forecasters warned coastal areas that storms surges could reach up to 7 meters, and all port activities in affected areas have been suspended. Provinces in the path of the storm face very heavy damage. They include central islands still recovering from a severe earthquake last month. Local authorities have put rescue personnel and equipment on standby. Police and the armed forces are on alert. And the President Benigno Aquino has called on people to do everything possible to minimize loss of life.
