还有个问题就是...是否所有表示过去的各类从句,通通用一般过去时态,而不是完成时态啊?

第二空：根据上文可知是身份证无效,而身份证无效这件事是一种客观事实,又因为文章的主导时态是一般过去式,所以不能用一般现在时,需变为过去时态.
并不是所有表示过去的各类从句,都用一般过去时态,具体情况要根据句子的主导时态；句子的主语及动作的发出者是否成为动宾关系,若是主动关系就用现在进行时,现在完成时have/has done,过去完成时；若成被动关系就用现在完成时和过去完成时的被动语态等；主谓关系等几方面综合考虑.
切记：一般过去时表示的是既被动又完成的动作.而过去完成时必须是一个动作发生在另一个动作之前,如果动作是被动的,就用过去完成时的被动语态.

refused/have refused (表示过去发生的事情，可用过去时态；而题目中的事情给那个意大利人造成了一定的影响，便也可用现在完成时。我想标准答案应该是have refused ，因为这道题中后者的地位应该更重些。）
