首先是Let it be understood that both sides are willing to reach a consesus.
变成be型虚拟语气
成为It be understood that both sides are willing to reach a consenus.
然后不是虚拟语气还有个倒装么.当遇见had,should,be的时候这三个词提前.我们老师当时还让背什么一马当先还（had）数（should）我（were）.
然后就变成了Be it understood that both sides are willing to reach a consensus. 所以答案选C.
