Well,you are facing such problems because you don't practise enough,I assume that when you are listening to a record,you are trying hard to translate what you heard to Chinese,and try to understand it.This will slow your speed to catch up with the record.
Try to understand it in English,and save the translation part.This needs a lot of pratice,try.

OK. Let me start off by saying that listening is not an easy thing even for an advanced non-native speaker because words that you hear may be different than their literal meanings. In this case, you'll have to know some basics of the English language's history and background. It'll be very helpful to understand English culture as well. Lack of vocabulary can also be a cause. I'm not sure which one is the cause for you.
The most useful and effective way to boost my own listening skills when picking up a language for me is that when you review new vocabulary, pay attention to the pronunciation of the word that you are looking at and repeat it. Whenever it's possible, make your own recordings and compare them to the correct pronunciations. The reason why I am asking you to improve your speaking first is that usually when one's listening is not impressive his/her speaking ability must contribute to it in a sense.
