Reference levels can be defined in terms of the point value of an indicator (reference points) or in terms of the directional trend of an indicator (reference directions) relative to desired or undesired states (targets and limits, respectively; Fig. 1; [16]). Obvious examples include recovery targets for species listed as threatened or endangered (determined using population viability analyses based on underlying nonlinear func- tional relationships or using baselines[10]) and target reference points for toxic contaminants[17]. However, existing reference points should be evaluated in the context of other EBM considera- tions and account for tensions among potentially conflicting targets established prior to the implementation of EBM (see Section 3). In addition, in the short-term it may be challenging to define actual point values for ecosystem indicator targets [6,16].
