如果是从句的话就不用as
例如 It's considered that this island is the treasure of china.
就好像because of 和 because的区别一样
就像楼上说的如果是considered to be也是可以的
但这种情况to be 是可以省略的

对，必须加 consider as 把。。。。认为是。。。
如果不加，意思就变了
