can`t help doing 是禁不住的意思,这里显然不对

can't help _improve_the service 和can't help _to improve_the service 这两种都对；而使役动词如make,have等就必须是：made sb. do，也就是必须省掉不定式符号to；而help后面的to可以省略，也可以保留。
